The rules of the electronic visa:
You can get a regular single-entry business, tourist and humanitarian visa
Online application process will take 4 days
The visa is valid for 30 days
Your period of stay is up to 8 days
There's no consular fee
Your flight should be straight to Pulkovo airport (Saint Petersburg). You can also enter Russia by car/bus (see the list of border crossing points on the official website).
You can fill in an application form for an e-visa not earlier than 20 days and no later than 4 days before the intended date of entry into the Russian Federation
You are not allowed to travel outside of the Leningrad region.
You are not allowed to have a connecting flight in Moscow or any other Russian city, the first and only Russian airport you attend should be Pulkovo airport in Saint Petersburg.
